Business Development Officer - Washington DC

Description:

The Business Development Officer works as a member of the Business Development Team with the Program Staff, Finance staff and Consultants as and when appropriate to ensure successful completion and submission of IMA’s proposals. The Business Development Officer will manage both prime and sub proposal opportunities, serving either as a leader or team member. This includes leading prebid preparation, proposal development, and transition to the Program staff for implementation. This also includes regularly communicating with Program and technical staff, facilitating development of an opportunity pipeline, tracking the status and results of ongoing projects, and monitoring activities of competitors, partners and donors. IMA‘s work focuses on Health Systems Strengthening, Neglected Tropical Diseases, HIV/AIDS Prevention and Care, Malaria Prevention and Treatment and GIS/HMIS database development.

Duties:

Reports To: Director of Business Development

1. Support efforts for IMA to maximize competitiveness through prebid preparation, partner formation, and presentation of compelling proposals
2. Liaise with other IMA departments to engage programmatic and technical experts
3. Collect, analyze, maintain and present information about donors, partners, and competitors to assist in informed bid decisions
4. Monitor near- and far- term identified business opportunities for target regions
5. Synthesize input for and facilitate bid and no-bid decisions
6. Support liaison with prime organizations and partner negotiations
7. Develop proposal writing outlines, calendars and manage teams to deliver on-time results
8. Coordinate, manage, and/or write sections of proposals; serve as a team member supporting any required aspect
9. Support review and editing of cost documents
10. Manage production of proposal submissions to ensure quality of on time delivery of all documents; assure proposal complies with client needs
11. Nurture proposal team working relationships
12. Coordinate, facilitate and document internal proposal debrief
13. Facilitate transition of awarded projects to implementation team

Qualifications:

1. Three+ years combined proposal/grant writing and program management experience in international development environment
2. Hands-on proposal management experience including technical writing and editing, partnering, recruiting and budgeting
3. Demonstrated success in securing funds from USG donors (USAID, CDC, OFDA), other international donors (World Bank), and foundations
4. MBA or advanced degree in public health or related field
5. In-depth knowledge of USG donor and other international donor regulations and requirements
6. Understanding of global health priorities and development approaches
7. Ability to self manage, multitask and prioritize in a faced-paced environment
8. Strong oral, written and presentation skills
9. Demonstrated analytical, organizational and decision making skills
10. Proficient in MS Office and online resources
11. Ability to travel
