Background
Our customer, Court Services and Offender Supervision Agency for the District of Columbia, a Federal Agency providing supervision of adults on probation, parole and supervised release in the District of Columbia, is seeking an experienced Employee/Labor Relations Specialist. In addition to the requirements below, the selected Candidate will provide best practices in the Employee/Labor Relations industries to CSOSA, HR Office.

Duties: |
Employee/Labor Relations Requirements
(Employee Relations)
• Candidate shall provide assistance in the formulation of employee relations policies, procedures and practices covering discipline and adverse actions, work and family balance, alternative dispute resolution, general EEO guidance, general knowledge of position classification, performance management as related to PIPOs and adverse actions
• Candidate shall have general knowledge of health unit services, employee assistance programs, unemployment and workers compensation programs and specific knowledge of employee removal practices using suitability adjudication requirements
• Candidate shall provide authoritative and technical advice and assistance to specific CSOSA management, employees, employee groups and labor groups
• Candidate shall assist in the administration of CSOSAs performance and conduct-based actions and related employee relations program policies and practices
• Candidate shall be capable of assisting in developing responses to program issues where there is the potential for serious impact on CSOSA's mission, such as complaints, grievances, and appeals that overlap the EEO or Labor Relations areas
• Candidate shall prepare a written summary report of advice and assistance to specific Agency management, employees, employee groups and labor groups within seventy two (72) hour of providing service
• Candidate shall provide technical assistance implementing the Employee Relations programs on the organizational level. Also shall provide technical assistance on program activities and objectives, priorities, identification of needs, resolution of problem areas and other matter to ensure accuracy and adherence to higher-level regulatory requirements
• Candidate shall coordinate employee relations policies, issues, and practices and when requested, provide expert consultation on discipline and adverse actions
• Candidate may be required to research case law to assure that the organization's actions are appropriate and legally defensible. Additionally, the Candidate may be required to assist in devising organizational case strategy, preparing and/or reviewing documentation associated with adverse action cases and assisting in the preparation of the Agency’s defense before a third parties
(Labor Relations)
• Candidate shall be capable of assisting CSOSA Office of Human Resources with unfair labor practices, grievances under negotiated and administrative procedures
• Candidate shall assist in establishing and maintaining liaison with other Federal agencies, academia, and the private sector for the purpose of keeping abreast of labor relations and employee relations trends and determining applicability to CSOSA.
• Candidate shall help establish and maintain continuous contact with CSOSA leaders in regard to labor relations issues and status and upon request briefs key leadership on costs, impact, feasibility, alternatives, issues, recommendations and the status of labor relations and employee relations programs
• Candidate shall be capable of providing CSOSA support in interpretation of labor relations policy and procedures and upon request, recommend actions to take when the Human Resources or labor issues are new, highly controversial and/or precedent setting

Qualifications: |
• Solid 8+ years Federal or District of Columbia Government experience
• Strong experience in Federal Employee/Labor Relations industries
• Knowledgeable of Best Practices in the Federal Employee/Labor Relations industries
• Excellent oral and written communication skills
• Experience in preparing Reports
• Experience interpreting Federal employee/labor relations policies, laws, etc.

• Flexible Working Schedule – ability to work from remote location
